The Latest 3C Notification Policy of Imported Toy Products
  In the latest 3C notification policy regarding imported 6 types toy products, the China government stressed:

(1) Toys listed in the mandatory accreditation category are permitted being sold in Chinese market if they were imported before June 1, 2007. But the toy manufacturers and sellers must provide the necessary evidence to the relevant quality inspection departments to prove their products were sold or imported before June 1, 2007.

(2) Because it will take a certain period to adjust and print the certified logo, toys listed in the mandatory accreditation category and imported after June 1, 2007 already hold 3C certificate but haven't labeled the logo are still allowed to import before September 1, 2007.

(3) As to the toys listed in the mandatory accreditation category haven't passed 3C accreditation, or do not meet the mandatory product certification exemption provisions will not be admissible by the Entry and Exit Inspection and Quarantine institutions in China.

The New National Standard of Toy Directions came into official enforcement
 

The New National Standard GB5296.5-2006 'Directions for using Consumer Goods Part 5: Toys has been officially enforcement since June 1, 2007 and replaced GB5296.5-1996. The new content in 4.1 and 4.4, Chapter Five, 6.2, 6.3 and 8.2 are mandatory provisions. Other provisions are the recommendation items. China is Drafting the Playground Equipment Safety Standard
 

Due to the injury accidents often arise when children are playing on swings, slides and other playground equipment, relevant departments in China are currently formulating safety standard and regulation on playground equipment. After searching and studying relevant international safety standards such as EN1176, ASTM F1148, ISO8124-4 and EN71-8, Ningbo Administration for Entry-Exit Inspection Center of Light Industrial Products has already proposed the guiding principles of playground equipment safety standards. The principles covered the general requirements regarding safety, product classification, installation, inspection, maintenance and operation.

New Air Tank Stuffed Toys Export to Europe
 

Recently, a great number of new air tank stuffed toys that developed by Chinese manufacturer have been exported to Europe and been well received. Compared to the traditional toys stuffed with PP cotton, the new type has many advantages such as lower cost, safer, more flexible and more convenient for transportation.

Winbond Introduced the Latest IC Chips for Multimedia and Interactive Toys
  Winbond introduced an IC chip for multimedia and interactive toys: W55VA75. This chip provides digital multimedia playback functions, as well as integrating a gaming console for 3D animation effects, while also supporting a 2-mega pixels digital camera with M-JPEG digital recording and playback functions.

Winbond (Nanjing) Science & Technology Co., Ltd, officially founded in 2005, is dedicated in design, R&D, manufacturing of IC's driver and system software, aiming to develop into Software R&D Center in China Mainland.

The Updated report on 3C Accreditation of Toys
  By May 20, 2007, 1,395 3C certificates have been issued to 500 enterprises. In which, 290 for bicycles for young children, 510 for electric toys, 476 for plastic toys, 28 for metal toys, 21 for projectile toys and 62 for dolls. Besides Chinese companies, there are six foreign enterprises applied for and hold the certifications. They are Ferrero Argentina S. A., Canada Mega Bloks Inc. and 4 foreign factories of Lego's.

China will Intensify Its Efforts to Ensure the Safety of Chinese Products
  On May 21, nearly 300 representatives from all over the world attended the International Consumables Safety Congress in Beijing that organized by the General Administration of Quality Supervision, Inspection and Quarantine of China and International Consumer Product Health & Safety Organization. The representatives discussed the topics including the market supervision, the responsibility of designers and importers to obtain high-degree security in the global market, the role of the government to improve the safety of international consumables such as consumer protection issues on toys, and safety of household appliance products etc.

During the congress, Mrs. May Liang, the Executive Vice President and Secretary General of China Toy Association, gave a keynote speech and briefly introduced the security issue of toy products in China's circulation sector. On behalf of China Toy Association, she answered the questions regarding China's toy compulsory certification asked by participants. Moreover, Mrs. May Liang also explained certain specific cases as required during the group discussion.

China's government give a high priority to the meeting, which has shown to the world that China will improve the laws to ensure the safety of Chinese products and meanwhile illustrated the efforts China's government has endeavored.

China-U.S. Toy Industry will Enhance Cooperation in Many Fields
  On May 22, 2007,Mrs. May Liang, the Executive Vice President and Secretary General of China Toy Association met Chairman Mr. Carter Keithly and the International Affairs Manager Mr. Rob Herriott from America Toy Industry Association in Beijing. In order to provide better services and more trade opportunities to their members, both sides have a wide range communication about the expansion of future cooperation and new business development. Meanwhile, they reached a preliminary cooperation agreement on certain specific matters.

2007 Q1 China Toy Import and Export Statistics
  The Largest Export Categories
According to the statistics, in the first quarter of 2007, the first three largest export categories (exclude other toys) were 'a kind of Video games used with a television receiver', 'other toys representing animals or non-human creatures'and 'other video games'with the sum of 815 million USD, 684 million USD and 628 million USD respectively.

The Largest Import Categories
The first three largest import categories (exclude other toys) were 'a kind of Video games used with a television receiver', 'other video games'and 'accessories of toys in Item 95.03'. They respectively valued 116 million USD, 30.443 million USD and 9.214 million USD, accounting for 62.66%, 16.42% and 4.97% of the total import amount.

The Largest Export Regions
The first three regions with largest export amount were Guangdong, Jiangsu and Shandong. Their toy exports respectively valued 2, 478 billion USD, 354.611 million USD, and 257.098 million USD respectively and has an increase of 12.12%, 173.48% and 283.03% compared to the same period of 2006 respectively.

The Largest Import Regions
Guangdong ranked the first with 98,310 million USD, followed by the Shandong with 78 million USD and Shanghai with 3,291 million USD. They increased 57.02%, 6565.20% and 25.33% respectively year-on-year.

China's First Warehouse-style Toy Supermarket Opened in Shanghai
  China's first warehouse-style toy supermarkets, TOYS ISLAND, was opened in Shanghai with more than 1,200 square meters'business area and include Disney, Barbie, and other dozens of international brands nearly 20,000 toy products.

Compared to the traditional toy sales model, TOYS ISLAND put tens of thousands of toys together for the specialized consumer groups to select and attract fixed consumers in the neighboring communities by lower prices and membership service.

Licensing Pavilion of Shanghai Toy Expo 2007
  This year, the organizer will launch the licensing pavilion at Shanghai Toy Expo and the creative idea of combining licensing products with toy articles in the largest toy show in China is warmly received by the market.

Leading international companies such as Nickelodeon & Viacom Consumer Products of MTV Asia, Hit Entertainment Ltd, leading local licensing companies such as Greatdreams Cartoon group, Click Licensing Asia, Shanghai Character License, PMW, Media Link, dick bruna china, licensees such as Dr. Fresh, Sun Sail and some other companies have already confirmed their booths at licensing pavilion.

Mainland China is now ranked as the 2nd largest licensing market in Asia and one of the enormous potential retail markets. Retail sales of licensed merchandise in Mainland China reached a whopping US$1.1 billion at the end of 2005, a year-on-year growth of 66.7% from 2001. Chinese Economy has been aggressively growing in the past decades and would continue its 2-digit growth in the years to come. According to PWC research, among all Asian countries, China has the greatest growth potential in retail consumption.

The licensing pavilion at Shanghai Toy Expo 2007 is an ideal platform for licensors and licensing agents to showcase their properties, increase brand awareness, and seek out new business partners.
